LBR’s initial 45 page response to the proposed Footpath Trading Policy is available at that site.
This document includes studies of anti-discrimination laws, challenges: a legal precedent that seems to have influenced Council (DAIS v Stonnington Council), the way Council has arrived at many of its policies, the enforcement protocol, the concept of “urban character”, and much more.

Yesterday, I set up The Local Business Roundtable and its first branch here in Melbourne, Australia. One of the aims of this project is to monitor and deal with anti-business policies by local government.
